CPO Announces Innovative Project Delivery Method
New contracting process accelerates construction

The Moving I-4 Forward Program provides the Florida Department of Transportation (FDOT) and the transportation industry with unparalleled opportunity for collaboration and innovation. The CPO has announced an innovative new project delivery method to help expedite the Moving I-4 Forward program called Modified Phased Design-Build (MPDB). The MPDB approach underscores the Department’s commitment to quality and to its industry partners by issuing multiple contracts through a qualifications-based selection process.

 

With a MPDB contract, FDOT will select multiple teams, and all teams will work with the Department through an Accelerated Collaboration and Innovation (AIC) Phase, during which time they develop their respective approaches to the project. Then, FDOT determines which innovations will be approved, and each team submits their Request to Continue (RtC) packages, which includes their proposed scope and approach to the project. All teams then prepare and submit a Project Guaranteed Maximum Price (PGMP), and the Department will issue work orders to the team that is determined to have the best value for final design and construction.
