CPO Announces Innovative Project Delivery Method
New contracting process accelerates construction

The Corridors Program Office (CPO) is committed to collaboration and innovation with our industry partners to ensure the highest quality delivery of the Moving I-4 Forward Program. Effective communication and strong relationships are essential to the efficiency, safety, and resiliency of our transportation infrastructure. This Industry Information page will serve as a hub for sharing information, updates, and resources as the program progresses.

The Moving I-4 Forward Program provides the Florida Department of Transportation (FDOT) and the transportation industry with unparalleled opportunity for collaboration and innovation. The CPO has announced an innovative new project delivery method to help expedite the Moving I-4 Forward initiative called the Modified Phased Design-Build (MPDB). The MPDB approach underscores the Department’s commitment to industry partners through multiple contract selection and also improves program quality through qualifications-based selection.

With a MPDB contract, FDOT will select up to three teams, and all teams will advance projects to 30% design in a planning and innovation phase. Then, FDOT determines which innovations will be used and sets the scope for the project. All three teams will submit a Guaranteed Maximum Price (GMP), and the Department will issue work orders for final design and construction.
