The Florida Department of Transportation (FDOT) is a state agency made of seven districts and the Florida Turnpike Enterprise (FTE). For the Moving I-4 Forward Program, FDOT has taken a collaborative, multi-district approach to allow the delivery of complex projects that cross district boundaries and created the Corridors Program Office to ensure the Moving I-4 Forward projects advance in a uniform and streamlined manner. Program Director
As the Corridors Program Director, Keith oversees the programming, development, and construction of key projects under the Moving Florida Forward initiative.
Keith is a registered Professional Engineer in Florida and holds a Bachelor of Science in Civil Engineering from the University of South Florida.
Keith has dedicated more than 30 years to the Florida transportation industry, evolving from an engineering technician to executive leadership at the district level. Prior to his current role in the CPO, Keith served in several leadership positions including: FDOT District One Director of Transportation Operations, Assistant Traffic Operations Engineer, Traffic Design Engineer, District Traffic Operations Engineer, Interim Director of Office of Design, and Interim Director of Traffic Operations and Engineering.

Wendy holds an Associates of Arts degree in Psychology from Phoenix University.
Wendy brings more than 15 years of FDOT experience to the CPO, having managed a broad portfolio of projects including oversight of the Engineering & Operations operating and Work Program budgets, inventory, leases, purchasing, coordination of multiple GEC contracts, an innovative contracting approach contract, the PE Trainee Program, workforce development initiatives, and numerous special projects.

As the Program Manager for the Moving I-4 Forward program, Morgan leads and manages all aspects of the program and is responsible for ensuring the delivery of this historic infrastructure initiative.
Morgan holds a Bachelor of Science in Civil Engineering Degree from the University Florida and is a licensed Professional Engineer in Florida, Georgia, Alabama, and South Carolina.
Prior to taking his current role, he served as the Florida State Leader for RS&H’s Infrastructure Business Unit, operating out of their corporate headquarters in Jacksonville. He has been working in some capacity since he was 16 years old, with his career in transportation and commitment to FDOT projects beginning at age 20 while working for an engineering firm in Gainesville during his last two years of college. That commitment continues as his now decades long career has been primarily dedicated to serving FDOT on several of their largest programs, projects, and initiatives.

Courtney holds a Bachelor of Science in Civil Engineering Degree from Clemson University and is a licensed Professional Engineer in Florida.
Prior to taking her current role, she served as the North Florida Program Management Lead for RS&H’s Infrastructure Business Unit, operating out of their corporate headquarters in Jacksonville. Courtney began her career in Construction Management and then transitioned into the transportation field at RS&H in 2017. Since then, Courtney has been exclusively committed to serving FDOT on several of their most important programs, projects, and initiatives, including the management of RS&H’s Owner’s Representative, Continuing Services, and GEC contracts throughout the northern part of the state.

Alternative Delivery Lead
As the Alternative Delivery Lead for the Moving I-4 Forward program, Jason Watts spearheads the development of alternative delivery methods, creation of applicable RFPs/RFQs, and oversees the execution of the innovative new concepts adopted by the Department.
Jason holds a Bachelor of Science in Mathematics from the United States Military Academy at West Point and a Juris Doctor from Florida State University. He is AICP Certified, a Certified Public Manager, and a member of the Florida Bar.
Currently also serving as FDOT’s GEC Program Director, Jason brings more than 15 years of transportation planning and legal experience to the Moving I-4 Forward team. He previously served as the Director of Environmental Management for the Florida Department of Transportation and has served as FDOT’s Chief Counsel for Contracts. He has been instrumental in all Department alternative delivery methodologies and practices. He has experience in developing Design-Build and Phased Design-Build procurement documents, public-private partnerships, statewide policies, leading teams of multiple agencies and partners, contract and risk management, analyzing environmental data leading to NEPA approvals, and negotiating solutions to complex project development concerns.

Strategic Communications Manager
As the Strategic Communications Manager for the Moving I-4 Forward program, Amanda leads public engagement efforts and strategic communications as well as the program’s workforce development initiatives.
Amanda holds both a Bachelor of Science and a Master of Science in English Education from Florida State University, and she is Accredited in Public Relations and is a Certified Public Relations Counselor.
Before joining the Moving I-4 Forward team, Amanda led strategic communications for a variety of transportation clients for AtkinsRéalis. Her projects ranged from small, localized safety outreach efforts to statewide transportation initiatives. Before beginning her career in transportation communications, Amanda served as the Press Secretary for the Florida Restaurant and Lodging Association, was the Public Relations Director at a communications agency, and worked in the Florida Senate. Additionally, she taught English in Florida classrooms for nearly a decade.
