The Florida Department of Transportation (FDOT) is a state agency made of seven districts and the Florida Turnpike Enterprise (FTE). For the Moving I-4 Forward Program, FDOT has taken a collaborative, multi-district approach to allow the delivery of complex projects that cross district boundaries and created the Corridors Program Office to ensure the Moving I-4 Forward projects advance in a uniform and streamlined manner. Engineering & OpsFDOT Assistant Secretary Watts serves as the Program Executive Director for Moving I-4 Forward and is responsible for setting the overall vision and goals for the program, as well as driving its performance.
Will has broad public agency and consulting firm experience in delivery and leadership positions. He has had an accelerated and diverse career path in both production and operations, ranging from design through program management. He has spent much of his career in northeast Florida, where he held the position of Director of Operations with FDOT District Two. Will relocated to Tallahassee when he was appointed as the Chief Engineer and soon after earned the appointment to serve as the Assistant Secretary of Engineering and Operations for FDOT. His wide-ranging background includes hands on delivery, local program and community support, completing complex projects under accelerated schedules, and statewide strategic program leadership. Will has humbly spent his career honoring the values and goals of FDOT and working for the residents of Florida with a mission of advancing the Department’s Target Zero safety initiative, expanding workforce development, advancing technology, ensuring a robust supply chain, and implementing resiliency strategies for our local communities.

Chief Strategy OfficerAs the Chief Strategy Officer for the Moving I-4 Forward Program, Maryam provides strategic counsel on all elements of the initiative, including communications, workforce development, and managing relationships.
Maryam holds a Bachelor of Science in Civil Engineering and a Master of Science in Transportation Engineering from the University of Central Florida.
Maryam has a wealth of experience in leadership and support for the transportation industry, having successfully advocated for a variety of transformational infrastructure projects. Her commitment to transportation, the Florida Department of Transportation, and improving the communities she serves is unparalleled. In addition to her work for the transportation industry, Maryam serves on a variety of boards that benefit her community and the state of Florida.

LeadJason Watts
Alternative Delivery LeadAs the Alternative Delivery Lead for the Moving I-4 Forward program, Jason Watts spearheads the development of alternative delivery methods, creation of applicable RFPs/RFQs, and oversees the execution of the innovative new concepts adopted by the Department.
Jason holds a Bachelor of Science in Mathematics from the United States Military Academy at West Point and a Juris Doctor from Florida State University. He is AICP Certified, a Certified Public Manager, and a member of the Florida Bar.
Currently also serving as FDOT’s GEC Program Director, Jason brings more than 15 years of transportation planning and legal experience to the Moving I-4 Forward team. He previously served as the Director of Environmental Management for the Florida Department of Transportation and has served as FDOT’s Chief Counsel for Contracts. He has been instrumental in all Department alternative delivery methodologies and practices. He has experience in developing Design-Build and Phased Design-Build procurement documents, public-private partnerships, statewide policies, leading teams of multiple agencies and partners, contract and risk management, analyzing environmental data leading to NEPA approvals, and negotiating solutions to complex project development concerns.
